چکیده	One of the most important parts of public services provided by the government is water supply and sewage collection in cities and villages, which is assigned to water and sewage companies through the law. Currently, the water and sewage companies have delegated some of the activities by their employees and some of the activities to the private sector contractors. The increase in the price of water due to the increase in the level of expectations, the needs of subscribers and various costs has caused the creation and completion of programs to solve this problem in the world and in Iran. Revenues are so low compared to costs that water and sewer companies cannot afford low efficiencies and lost revenue due to faulty systems. Water and sewage companies are unprofitable and it seems that one of the solutions to reduce losses and the right to profit is to hand over the activities completely and not to the private sector. In this research, the complete handing over of water and sewage activities in the small city of Javadabad has been analyzed through the review of the water and sewage documents of this city, the preparation and completion of questionnaires with managers through scientific comparisons. The result shows that with full handover, not only the company's profit and loss indicators will improve, but many quality and performance indicators will be improved compared to the current situation.
