Since the neighborhood is considered the most fundamental factor of a city and the citizens of each neighborhood have a common sense of national and social identity in that neighborhood, without a doubt, neighborhood-oriented management plays an essential role in urban management. On the other hand, the economic factor is considered as a crutch in the hands of city managers, so the economic management of medium-sized cities will be closely related to the citizens of the neighborhoods. But unfortunately, nowadays, citizen orientation has become a less important issue in the management of cities. The present study was conducted with the aim of measuring and evaluating the attention of managers to the potentials of urban and neighborhood situations in medium-sized cities (such as Bahar) in the economic management of these cities. Also, measuring and evaluating the strengths and weaknesses of such an attitude has been taken into consideration. The method of the current research is descriptive and analytical, and a questionnaire tool was used to collect the data required for analysis. The statistical population includes managers and experts in the field of urban management in Bahar, which was determined by using Morgan’s formula of 196 people. The results of the research indicate that urban management in the common form today does not follow the optimal management of cities because the economic issues and problems of cities are very complex. Therefore, paying attention to the neighborhood-oriented management approach for the development and economic growth of cities and optimal management Their economy is essential as a connection point between the local community and the central government. The results of the single-sample t-test indicated that the component of economic transparency (score 3.25) as one of the components of urban management has the most importance because in recent years, useful efforts have been made by Bahar Municipality to inform the public about the municipality’s activities. Also, the average of the central neighborhood with the statistical average (3) shows the average and appropriate level of the central neighborhood of this city in Hamadan province.
