The role and significance of villages in the processes of economic, social, and political development, spanning local, regional, national, and international scales, along with the repercussions of underdevelopment in rural areas such as pervasive poverty, escalating inequality, rapid population growth, unemployment, migration, and urban sprawl have prompted a heightened focus on rural development, often prioritizing it over urban development. Recognizing the critical nature of rural development, this paper, through an examination of resources and library studies, aims to present a curated model for the country's rural development, emphasizing local development, good governance, and a comprehensive approach that incorporates both top-down and bottom-up strategies. In pursuit of this objective, the concept of effective rural governance and the requisite approach to rural development are initially elucidated. Subsequently, the article introduces a model, provides an explanation, and proposes implementation solutions for rural areas. The suggested model places simultaneous emphasis on the roles of the government, local institutions, the private sector, and the market as the three primary pillars of rural development. Furthermore, the article explores the concurrent utilization of local and governmental development resources to address rural disadvantages, aiming to achieve enhanced local economic performance and improved market access.
